Health Minister Mark Butler has defended against criticisms from state and territory disability ministers about the cuts to the National Disability Insurance Scheme, reiterating that people with a disability would not be left without support.

Mr Butler also left the door open to adjusting the government's proposed reforms as it aims to save $35 billion over a decade.
